Welcome to Captain James Moran, the new commander of the Ninth District. Captain Moran has been a sworn Police Officer of the St. Louis Metropolitan Police Department for over 34 years. He has served as a commander of the Second, Seventh, Eighth, Special Operations Unit, and Community Outreach Unit before coming to us in the Ninth District.

Captain Moran grew up in the south side of St. Louis, in the Shaw neighborhood. He graduated from St. Louis University High School and is also a graduate of Webster University. He is an avid outdoorsman, and his hobbies include running, skiing, golf, and bike riding. He has served on the Special Olympic Missouri Law Enforcement Torch Run committee for over twenty years, and is a major proponent of that organization.

Captain Moran started the Seventh District Community Partnership, and is an asset to have as a leader in the Ninth District Business Association.

9th District Business Association monthly meetings are held every 2nd Wednesday at 10am at the Central Patrol Division. Business Association Members are welcome to attend.

The Ninth District Police Business Association is composed of over 250 companies and institutions in Saint Louis, Missouri. This association was created to foster cooperation and support for the 9th District police officers in their work of protecting citizens and businesses and to maintain a safer community in which to raise a family and conduct business. The mission of the association is to:

  1. Create a closer working relationship between businesses and the police.
  2. Recognize individual police officers for excellence in their profession.
  3. Demonstrate business support of the police and their important work in the community.
  4. Undertake programs and events which educate the membership about police work, its importance to the community, and how the membership can effectively assist this effort.
